Quarterly Reports Due April 30, 2025

If you held a 2025 license at any time during the 1st quarter of 2025, you MUST submit your LE-21 Quarterly Report form by April 30, 2025. The report covers the period from January 1 through March 31, 2025. Reports filed after this date will be assessed a $75 late filing fee.

Filing quarterly reports using our online system is cheaper than filing paper forms. If needed, all paper forms can still be found on our website, including all daily forms.

Please make sure to provide copies of daily forms for progressive bingo (LE-34a), progressive pull tabs (LE-31a), and progressive raffles (LE-34c) with your submission. The progressive bingo forms should be updated after each bingo occasion and the pull tab and raffle forms should be updated regularly.

If you have any questions or concerns, contact Lisa Marty at lisa.marty@coloradosos.gov or Denise Lamberth at denise.lamberth@coloradosos.gov.

Online Acceptance Successes

Currently, 96% of groups file their documentation online. This only leaves 27 total groups that are NOT currently filing electronically. Quarterly reminders continue to be sent to those still filing by paper regarding how to create your online account. You will receive this for each paper quarterly submission you continue to file. Remember, fees for online filing of quarterlies are cheaper than those for paper filing, and your filing or renewal will not be held up by waiting for the mail to be delivered to our office. If you would like to start the process of going to online filing, please refer to your mailed reminder or contact our team. We would like to thank everyone who is making this transition. You are always welcome to give us a call – we are more than happy to aid you in taking advantage of this filing method.

Bingo / Raffle Financial Reports

Our office is committed to using our statewide reach to provide timely and accurate data to the bingo/raffle community. We use the information you provide on quarterly reports to publish two informative datasets on our website:

  • Aggregate revenue report: this report contains a "roll-up" of total revenue, expense, and profit data for charitable gaming in the state.
  • Revenue by licensee: this report contains similar information broken down by individual bingo/raffle licensees. We began publishing this report in response to a request from our Bingo/Raffle Advisory Board.

Our website currently contains reports for calendar years 2013 through 2024. Reports are updated quarterly.

E-Filing a Bingo-Raffle License Renewal

Please remember, if you wish to continue to conduct charitable games of chance in 2025, you will need to renew your Bingo-Raffle license for 2025 before starting or continuing any games into 2025. All 2024 Bingo-Raffle licenses expired December 31, 2024. The Secretary of State's office encourages groups to file online. If renewing online, the licensee can access their online account and use the “renew” link on their account’s summary page. Please do not create a new account as these filings will need to be rejected and resubmitted through your existing account.

When filing online, the system will only accept credit or debit cards; we do not have ACH or the ability to directly transfer funds from your accounts. The card, however, does not have to be linked directly to the bingo-raffle account. A personal card could be used (we do not retain any card information once the submission is made to our office) and then reimbursed from the bingo-raffle account (we will need adequate descriptions on the schedule A that the reimbursement was for a “loan” to repay the person using their personal card for this payment). Also, the group has the option of obtaining a prepaid card where it can be loaded with the appropriate amount to cover the payment.

Annual Comparison and What's New

As we look toward another year of charitable gaming, we want to reflect on the activity from the last 4 years. The graph shows some rise and fall in various games, with the largest decline being in the raffle category. As reports continue to be reviewed and approved, the numbers may change. The numbers for this article were obtained from the aggregate report on the charitable gaming site.

The game of Strip Bingo was expanded in August 2024 and the income for the game is minimal for 2024 and not reflected on the graph, but we look forward to seeing an uptick in the game and its impact on all a charitable gaming overall. Strip bingo is a type of bingo that is played with a paper strip card of up to five connected paper bingo faces, with each bingo face containing a concealed grouping of preprinted symbols, free spaces, and numbers ranging from one to seventy-five. The maximum prize for a strip bingo game cannot exceed $1,000. You can find more information about strip bingo in the bingo laws and rules.

Games Manager Training

Your organization must have at least one certified Games Manager in order to run charitable games. We recommend licensees maintain more than one Games Manager. To support this, we offer in-person and online Games Manager training courses.

Sign up for the online Games Manager eLearning course on our website.

Visit our Games Manager Training page to see if there are any upcoming in-person Games Manager trainings.

Investigator Tips

Each quarter, we include a few tips from our Bingo/Raffle Investigators. They gather a lot of information in the field with areas where licensees have compliance challenges. By sharing this information, we hope that licensees can better serve their customers.

The Laws and Rules Handbook (PDF) was updated with these changes and the current version is available on our website. For the official version of the rules, please go to this link on the website.

Bingo Do's and Don'ts

During recent visits to licensees, investigators have noted a couple of compliance issues that need to be addressed by licensees conducting bingo occasions:

First, as is stated on each Bingo-Raffle license issued to an organization and also stated in the Colorado Constitution, Article XVIII, Section 2(2), all Bingo-Raffle licenses expire December 31 of the year that the license was issued. Please be sure that your organization has applied for and obtained the current year’s license, and that your organization removes the expired license from the prior year from the Hall or current bingo location and posts the current year’s license for display.

Second, during a bingo game, it is a requirement of Bingo-Raffle law, specifically Rule 3.1.5(d), that once a bingo has been signaled and acknowledged, that the worker must take the card, sheet or bingo aid device and confirm that bingo with another player at a different table. This is a required step in the closing of a bingo game process within the current Laws and Rules governing bingo games.

Please feel free to contact our office at 303-894-2200 if you have questions.
