Quarterly Reports Due July 31

If you held a 2018 license at any time during the 2nd quarter 2018 (April, May and June), you MUST submit your LE-21 Quarterly Report form by July 31, 2018. The report covers the period from April 1 through June 30. Reports filed after this date will be assessed a $50 fine.

Please use our online system or download and use the correct forms from our website.

In addition, please provide copies of daily forms for progressive bingo (LE-34a /LE-34b), progressive pull tabs (LE-31a), and progressive raffles (LE-34c). The progressive bingo forms should be updated after each bingo occasion and the pull tab and raffle forms should be updated regularly.

2018 Bingo-Raffle Licenses

If you plan to conduct charitable gaming activities in 2018, you can apply for your annual license at any time during 2018 via the online or paper application form (please allow 7-10 working days processing time). This processing time goes for new licenses and renewals, but online submissions will avoid the delivery time needed for paper filings. Licenses will be e-mailed to the organizational e-mail address, provided on the paper form, or can be printed directly from the summary page if you apply online (once your filing is accepted). Please review your application before submitting. Visit our forms page to download the paper license application or sign into your account if you wish to apply online. Bingo/Raffle Advisory Board

The Colorado Bingo-Raffle Advisory Board makes recommendations to the Secretary of State's office in its regulation of the charitable gaming sector. All members of the public are encouraged to attend and contribute to this important dialogue. The next meeting is scheduled for:

Bingo/Raffle Financial Reports.

Our office is committed to using our state-wide reach to provide timely and accurate data to the bingo/raffle community. We use the information you provide on quarterly reports to publish two informative datasets on our website:

  • Aggregate revenue report: this report contains a "roll-up" of total revenue, expense, and profit data for charitable gaming in the state.
  • Revenue by licensee: this report contains similar information broken down by individual bingo/raffle licensees. We began publishing this report in response to a request from our Bingo/Raffle Advisory Board.

Our website currently contains reports for calendar years 2013, 2014, 2015, 2016, 2017 and 1st quarter 2018. We will update the reports on a quarterly basis.

The Meaning of "Amend" on Quarterly Reports

Bingo-Raffle licensees that file quarterly reports online also have the capability to amend a prior quarterly report. The "Amend" wording in the quarterly report page shows the licensee what quarterly reports are available for amendment-should it be necessary. PLEASE REMEMBER: this is just an option IF the licensee finds that data in the quarterly is incorrect. This is not a notice from our office that there is anything wrong with the report. Also, amending a prior quarter will lock out the ability to do other functionality, such as filing your next quarter report, filing a change, or being able to renew your license, until the amendment is submitted and approved by our office.

Amending a prior quarter is not the same as filing the next quarter report. Amending a prior report does just that, it changes the filing, much like sending an amendment in paper format. If you incorrectly go in to “amend” a report and do not wish to actually file an amendment, you can go to the summary page for the quarterly reports and click on “reset filing”. This will close the report with the original data and you can proceed with submitting the next quarterly, change or renewal.


Resubmitting a Rejected E-filed Quarterly Report

IMPORTANT: When resubmitting a rejected quarterly report, you must be sure to actually resubmit it to our office by going to the “confirm and file” button on the bottom of the “review” page, after which you will get a confirmation page that the filing was successful. If you do not see the confirmation page, you have not completed your resubmission. If you instead hit the “save” or “save and exit” button, we will not receive the corrected quarterly, as it was never resubmitted to our office. “Save” will save the changes to the filing, but does not send it to our office. “Save and exit” will save the changes, and will leave the quarterly screen, but also does not send it to our office. You must still go the review screen and hit “confirm and file” and receive the confirmation page before it actually is submitted to our office for review. Investigator Notes: Correct Reporting of Pull Tab Deals

Lately we have witnessed licensees entering event and seal pull tab games as an entire game, rather than reporting on each sub-deal within the game. Each sub-deal within an event and seal pull tab game is considered a pull tab deal in and of itself, and must be reported individually. When reporting these games, you must enter the Form Number and the Serial Number for each deal on the LE 33 and the serial number on the LE 31. The serial numbers are different for each game within the same form number making it a separate game. Please be sure to capture each deal separately when reporting these types of pull tab games.


Games Manager Training

Remember, your organization must have at least one certified Games Manager in order to run charitable games, and we recommend licensees maintain more than one. We continue to offer in-person and online Games Manager training courses.
