Accommodation requests for programs, services, and activities
The Department of State is committed to providing accessible programs, services, and activities to members of the public and employees. As part of this commitment, the Department will provide individuals who have a disability with reasonable accommodations or modifications upon request, such as sign language interpretation, alternative document format (such as large print), and remediated PDFs and documents.

Website and technology accessibility
The Department of State is committed to advancing technology accessibility for its users. This ongoing accessibility efforts includes working toward being in line with the Web Content Accessibility Guidelines (WCAG) version 2.1, level A/AA criteria. These guidelines not only help make web content accessible to users with sensory, cognitive, and mobility disabilities, but ultimately to all users, regardless of ability.

The Colorado Commission for the Deaf, Hard of Hearing, and DeafBlind (CCDHHDB) provides programs and services for accessibility, communication, technology, and education to those that live and work in Colorado. Aira (24/7) provides live on-demand visual interpretation through a smartphone application to connect those who are blind or have low vision with highly trained visual interpreters to remove barriers when navigating state-operated buildings and digital services for free for up to 30 minutes per session in English and Spanish. Relay Colorado (24/7) is a public service that enables people with hearing or speech loss who use a teletypewriter (TTY) or other assistive device to communicate with standard telephone users. The conversation is relayed between the two parties by a specially trained Communications Assistant. Relay Colorado is available 24 hours a day 365 days per year. In the workplace
Current Department of State employees needing a workplace accommodation should contact the ADA Coordinator in Human Resources for support.
Prospective employees who have been invited to interview for an employment opportunity should work directly with the person arranging the interview.
File an ADA grievance
This Grievance Procedure is established to meet the requirements of the Americans with Disabilities Act of 1990 ("ADA"). It may be used by anyone who wishes to file a complaint alleging discrimination on the basis of disability in the provision of services, activities, programs, or benefits by the Colorado Department of State. The Department’s Employee Handbook governs employment-related complaints of disability discrimination.
The complaint should be in writing and contain:
- The complainant’s name and contact information including phone number(s), email address if available, and mailing address.
- Information about the alleged discrimination such as location, date, and description of the incident or problem.
Alternative means of filing complaints, such as personal interviews or a tape recording of the complaint, will be made available for persons with disabilities upon request. If you need an accommodation to complete this process, or require a different form format, please contact the ADA Coordinator at accessibility@coloradosos.gov. Responses may take up to 3 business days.
The complaint should be submitted by the grievant and/or his/her designee as soon as possible but no later than 60 calendar days after the alleged violation.
How to file a grievance
Grievances may be filed online or via postal mail. To submit your grievance online, complete the Department of State's ADA grievance form. To file via postal mail, send your grievance (including all of the information outlined above) to:

What happens after you file
- We will meet with you: Within 15 calendar days after receipt of the complaint, the ADA Coordinator or their designee will meet with the complainant to discuss the complaint and the possible resolutions.
- We will share our response: Within 15 calendar days of the meeting, the ADA Coordinator or their designee will respond in writing, and where appropriate, in a format accessible to the complainant, such as large print, Braille, or audio tape. The response will explain the position of the Department of Personnel and Administration and offer options for substantive resolution of the complaint
- You can appeal: If the response by the ADA Coordinator or their designee does not satisfactorily resolve the issue, the complainant and/or his/her designee may appeal the decision within 15 calendar days after receipt of the response to the Deputy Secretary of State or their designee.
- Final resolution: Within 15 calendar days after receipt of the appeal, the Deputy Secretary of State or their designee will meet with the complainant to discuss the complaint and possible resolutions. Within 15 calendar days after the meeting, the Deputy Secretary of State or their designee will respond in writing, and, where appropriate, in a format accessible to the complainant, with a final resolution of the complaint.
All written complaints received by the ADA Coordinator or their designee, appeals to the Deputy Secretary of State or their designee, and responses from these two offices will be retained by the Department for at least three years.
