Business and Licensing Fellowship Opportunities

Business analyst

Fellows will work with the Operational Support Team in the Business and Licensing Division to enhance the performance of several programs, including: Bingo and Raffle, Charitable Solicitations, Notary, Administrative Rules, Business, and Lobbying.

Tasks include:

  • Establishing metrics and analyze trends to identify opportunities for improvement.
  • Generating process maps for key program functions.
  • Attending periodic meetings associated with assigned projects, fields of interest, and relevant boards and advisory committees.
  • Developing system requirements and test conditions.
  • Researching and recommending solutions to performance gaps.
  • Performing research and presenting findings and recommendations to program staff and managers.

Eligibility requirements:

  • Graduate or undergraduate students in a business-related field.
  • Familiarity with Microsoft Office is required.

Data analysis & visualization

Fellows will work with the Deputy Director of Business and Licensing to analyze Service Center statistics.

Tasks include:

  • Building and organizing a dataset for the Colorado Department of State Service Center.
  • Performing both descriptive and inferential analyses to develop visualizations that would be used in capacity planning and risk mitigations.

Eligibility requirements:

  • At least a sophomore in college, or recently graduated with a degree in statistics or other mathematics-related field.
  • Must have theoretical knowledge of and practical experience with Bayes' Theorem or be willing to acquire said knowledge and experience.
  • Familiarity with Microsoft Office.

Financial analyst - auditor assistant

The fellow will work with the Bingo-Raffles Licensing and Regulation staff to audit Quarterly revenue reports to determine if revenue is being correctly recorded and reported. The fellow will also review charitable gaming expenditures to determine if the funds are being spent on lawful organizational purposes.

Tasks include:

  • Review charitable gaming quarterly reports and Colorado statutes to identify general reporting requirements and procedures.
  • Review non-profit organization’s articles, charter and bylaws to understand the charitable organization’s stated purpose.
  • Review quarterly reported revenue and fee payments to determine if the correct fee payments are being made.
  • Review and chart generated revenue trends to determine if an organization is conducting a successful fundraising operation or losing money.

Eligibility requirements:

  • Position requires mathematical and communication skills.
  • Knowledge of accounting and auditing is preferred.
  • Working knowledge of Microsoft Excel and Word.
  • Graduate student in a business or accounting related field. We may consider an undergraduate in his or her junior or senior year who is majoring in accounting, auditing, or both.

Legal analyst

Fellows will assist the legal team by providing research and analysis to address legal questions that may have an impact on the operations of the Business and Licensing Division.

Tasks include:

  • Conducting comparative analysis of State statutes.
  • Performing legal analysis of Colorado law to determine the duties of the Secretary of State.
  • Responding to service of process.
  • Researching legal questions as they pertain to Business and Licensing.
  • Presenting research findings to program staff and management.
  • Attending meetings with Attorney General staff, project meetings, advisory committee meetings, and board meetings.

Eligibility requirements:

  • Must have completed the first year of law school.
  • Familiarity with Microsoft Office is required.

Project management

Fellows will provide support to the Business and Licensing Division’s project managers.

Tasks include:

  • Developing business cases and identifying project evaluation metrics.
  • Gathering requirements, writing test conditions, and managing testing efforts.
  • Presenting findings and recommendations to program staff and management.
  • Attending meetings, such as project stand-up meetings, after-action-review meetings, advisory committee meetings, and board meetings.

Eligibility requirements:

  • Graduate students in a business-related field preferred.
  • We will also consider undergraduate students in a business-related field who can demonstrate some knowledge of project management.
  • Familiarity with Microsoft Office is required.
