Telluride School District did not certify ballot content to Dolores County in a timely manner requiring Dolores County to marry ballots that included the missing election to the county’s existing ballots so that these ballots could be tabulated by their voting system. Because of these special measures, a malformed CVR was uploaded for the County as part of the RLA that affected three non-targeted contests in the county. To ensure all contests were accurately audited, results from those affected contests were audited manually.
