The title as designated and fixed by the Board is as follows:

An amendment to the Colorado Constitution creating new law requiring state revenue collected for road transportation be spent on road transportation, and, in connection therewith, defining “state revenue collected to support road transportation”; dedicating such revenue, collected from January 1, 2027, through December 31, 2036, which includes some revenue currently allocated for other transit-related purposes, to the construction, surface repairs, maintenance, and operation of, and the development and improvement of safety measures for motor vehicles traveling on, public streets, roads, highways, or bridges designed and primarily used for motor vehicles, the directly related design, engineering, and management costs required for road transportation, and the costs of the Colorado state patrol; and requiring that such revenue be expended consistently with the highway users tax fund as provided in state law.

The Board determined that the proposed initiative requires the addition of language to the Colorado Constitution. The requirement for approval by fifty-five percent of the votes cast applies to this initiative.
