The title as designated and fixed by the Board is as follows:
STATE TAXES SHALL BE INCREASED $220 MILLION ANNUALLY BY IMPOSING AN ADDITIONAL TAX OF ONE-HALF PERCENT ON COLORADO TAXABLE INCOME THAT EXCEEDS $405,000 OF EACH INDIVIDUAL, ESTATE, OR TRUST AND, IN CONNECTION THEREWITH, EXCLUDING THE NEW REVENUE FROM THE STATE FISCAL YEAR SPENDING LIMITATION; USING THE NEW REVENUE FIRST TO FUND A REFUNDABLE INCOME TAX CREDIT FOR ANY ELECTOR WHO VOTES IN A COLORADO GENERAL ELECTION AND, FOR ANY EXCESS REVENUE, TO INCREASE THE GENERAL FUND; AND PROVIDING THAT THE CREDIT WILL BE CALCULATED BY DIVIDING THE TOTAL AMOUNT OF NEW REVENUE BY THE ELIGIBLE NUMBER OF VOTERS.
