The title as designated and fixed by the Board is as follows:
An amendment to the Colorado constitution concerning the use of waters overlying private property by river guides, and, in connection therewith, specifying that the use of waters overlying private property by river guides is a public use; requiring just compensation for any grant of rights for such use and any damage caused to private property by such use; and defining "river guide" as a river outfitter and the river outfitter's employees, agents, and passengers on the river outfitter's vessel, any other person who is floating a vessel on a waterway, and any passengers of that person.
