The title as designated and fixed by the Board is as follows:

An amendment to the Colorado constitution concerning the liability of river outfitters, and, in connection therewith, making river outfitters absolutely liable for death or serious bodily injuries arising out of the operation of a vessel on a waterway, and requiring river outfitters to maintain at least five million dollars of liability insurance for such operation.

The ballot title and submission clause as designated and fixed by the Board is as follows:
