The title as designated and fixed by the Board is as follows:
An amendment to the Colorado Revised Statutes concerning the reclaiming of rights granted to Colorado by the United States constitution, and in connection therewith, asserting the right of Colorado to reclaim rights relinquished temporarily to the federal government in response to national economic emergency conditions in 1933; issuing a cease and desist order to the federal government that terminates specified federal acts and related laws and war and emergency powers, requires the federal government to stop conducting various activities related to economic, commercial, and monetary regulation, and requires the unconditional return of gold and silver coin and the writing off of all debt incurred by banks under the federal "Trading with the Enemy Act"; requiring all land or property obtained by the federal government during time of declared or undeclared war or emergency without the express consent of its owner to be immediately and unconditionally returned or compensated; requiring the governor and the attorney general to enforce the measure or face impeachment and felony charges; requiring the general assembly to study all codified federal laws and to refer the study to voters or the attorney general for repeal of any codified federal law that violates the measure; requiring all United States government officials and agencies to comply with the measure by March 9, 2011; terminating any government agency if its existence or charter violates the measure; and making any federal government employee who loses his or her employment as a result of the measure ineligible to hold public office.
