The title as designated and fixed by the Board is as follows:
An amendment to the Colorado constitution concerning a limit on the amount of oil and gas severance taxes annually retained by the state, and, in connection therewith, in order to offset home energy costs, requiring revenues collected in excess of the limit to be paid to each Colorado taxpayer who is a head of household based on the number of exemptions claimed for federal tax purposes.
