The title as designated and fixed by the Board is as follows:
An amendment to the Colorado constitution prohibiting the state government from restricting the ability of local governments from enacting regulations, including the imposition of impact fees, for the purpose of requiring that any new development pay for the costs that these developments incur within the boundaries of local governments, including new or expanded public infrastructure, road construction, emergency services, parks and recreational facilities, and expanded local public school systems.
