The title as designated and fixed by the Board is as follows:
An amendment to the Colorado Revised Statutes concerning the requirement that a labor organization pay the fair market value for the use of school district property, and, in connection therewith, exempting collective bargaining agreements entered into prior to the approval of this amendment, but not the renewal or extension of such an agreement; establishing penalties for violations; and establishing a private right of action with a two-year statute of limitations for fines or injunctive relief.
