Colorado Bingo-Raffle Advisory Board Meeting Minutes

Date: February 14, 2018

Location: Secretary of State’s Office, Aspen Room, 1700 Broadway, Denver, CO

In attendance: Paul Vigil, Ed Smith, William Erfman, Julie Hutchison

Secretary of State officials present:  Mike Hardin, Shannon Bee, Carla Hoke, Larry Runn, and DJ Davis

As board chairman, Donivon Glassburn, was not present, the board meeting was conducted by Paul Vigil. The meeting was called to order at 10:02 AM.

SOS reports

SOS financial report discussed

  • The 4th/2017 report deadline was 1-31-2018. At this time not all 4th quarter reports have been processed. The report distributed contains updated data for the 3rd quarter 2017.
  • We will post the updated report with 4th quarter 2017 data when available.

E-filing

  • Manufacturer and supplier online license applications have been developed.
  • Notices will go out today (February 14, 2018) to the suppliers and manufacturers providing login information.
  • The manufacturer supplier applications will go live on Thursday, February 15, 2018.

Passed legislation and rules hearing update

Carla Hoke advised there is pending legislation regarding Sweepstakes (House Bill #18-1234). The bill removed the term “sweepstakes” and defines what would be considered illegal games more broadly. HB 15-1047 originally addressed the criminal statutes regarding these games.

Carla Hoke mentioned that bingo devices will not be affected as they are addressed in the bingo/raffle statutes.

Board business

The application for Frank Serino to become a member of the Advisory Board is currently in the House for consideration.

As there was not a quorum, the elections for Board Chairman, Vice Chairman and Secretary were postponed until the next Board meeting.

A question was addressed regarding rule making process, and how changes are initiated.  Carla Hoke and Shannon Bee discussed the rule making process and its transparency, procedures and timelines.

Mike Hardin noted that the Secretary of State’s office has conducted four rulemaking processes, resulting in changes to the rules, over the last five years.

Closing

As the board meetings are usually held on the 2nd Wednesday of the month, Shannon will check for the availability in March and April for future board meetings (tentatively 3/14 and 4/11).
