| Description of Subjects/Issues |
The purpose of this rule is to require the electronic filing of the motor vehicle daily rental return and the electronic payment of the daily vehicle rental fee and the congestion impact fee. Specifically, the rule: defines a term used therein; prescribes the dates over a three-year period by which a person shall comply with the electronic filing and payment requirements based on the person’s total days subject to the fees; and articulates that when a person meets the threshold to require electronic filing of the motor vehicle daily rental return and remittance of the daily vehicle rental fee and the congestion impact fee, all future returns and remittances shall be filed and paid electronically regardless of whether the person’s total days subject to the fees fall below the threshold in a subsequent calendar year. |
