Description of Subjects/Issues |
The purpose of this rulemaking is for the Executive Director to consider adopting proposed revisions to the Colorado Child Care Assistance Program (CCCAP) rules to implement Colorado House Bill 24-1223 and new requirements for the Child Care Development Fund (CCDF). As an initial phase of implementation to ensure compliance with varying deadlines, these revisions include adjusting the 12-month eligibility to ensure a minimum of 12 months of eligibility for newly added children to a case; requiring checks for child pornography as part of the required background checks; defining “customer service” and outlining county customer service expectations in performance contracts; standardizing post-secondary education as an eligible activity statewide; extending the current family co-payment formula until July 31, 2026; and removing the 6-month redetermination requirement for families on freeze lists. Additionally, technical revisions were made to update historical references to the former Colorado Department of Human Services rules, to now reference the new rules adopted by the Colorado Department of Early Childhood. |
