Description of Subjects/Issues |
These amendments to Section 14 of the Colorado Solid Waste Regulations repeal the existing Section 14 composting regulations, and replace them in their entirety with a restructured version that:
(1)clarifies the types of composting activities which Section 14 applies to;
(2)specifies and expands the types of composting operations that are exempt from Section 14;
(3)restructures the composting facility classes to align with feedstock types and places requirements within each specific classification; and
(4)provides reduced engineering and design requirements for yard waste only composting facilities. |
Purpose/Objective of Rule |
These amendments repeal and replace the existing Section 14 Composting regulations with a restructured and streamlined classification system for composting facilities. The new regulations also create a new conditional exemption for small composting facilities with less than 110 cubic yard onsite at any given time, and reduce the regulatory requirements for yard waste composting facilities. |
