Department of Natural Resources Division of Water Resources 2 CCR 402-7 2020-00879 04/15/2021 After further consideration, the State Engineer has decided to terminate the rulemaking proceeding regarding the proposed revisions to the rules, in order to seek resolution regarding the disagreement over the meaning of this statute in another appropriate venue. Disagreement over this statute is causing confusion and hampering progress in finalizing the revised rules. A future rulemaking is anticipated following resolution of this issue.
